I saw this announcement and it puzzled me a bit. Maybe it fills a need that I don't understand?

I'm not quite sure I understand the need either since Sirius/XM offers so many listening choices and many, if not most, car audio systems these days have a way of hooking up an Android or iOS device to them. Maybe the "dedicated" is the unique aspect.

How would one become selected? If someone can translate and/or make sense of the passage below from the Audio Express article he or she is much more fluent in whatever language it is supposed to be in than I.
